致在中國訪問的紐約市長彭博的公開信 【大紀元12月14日訊】中國 民主團結聯盟、北京之春、中國社會民主黨、中國民主黨美東分部、 民主中國陣線美東分部、網路文摘多機構致函正在中國訪問的紐約市 長,呼籲紐約市長彭博先生在中國訪問期間,鑒於當前中國日益惡化 的人權狀況,要求作為世界最有影響力的國際大都市的市長彭博先生 ,在此次訪問過程中,向中國政府發出清晰的關注中國人權狀況的聲 音,把此次旅程變成心靈與精神上的一次陽光之旅,而不僅僅是經貿 利益的計算之旅,更要避免成為中共裝點門面的外交棋子。 以下是呼籲信的全文。 ======================紐約市長彭博先生到訪中國,鑒於當前中 國日益惡化的人權狀況,我們作為生活在美國自由世界的中國人群體 ,本著善良的願望向彭博先生發出呼籲,要求作為世界最有影響力的 國際大都市的市長彭博先生,在此次訪問過程中,向中國政府發出清 晰的關注中國人權狀況的聲音,把此次旅程變成心靈與精神上的一次 陽光之旅,而不僅僅是經貿利益的計算之旅,更要避免成為中共裝點 門面的外交棋子。 前市長朱利亞尼的道德勇氣 紐約是個偉大的城市,是世界文化、藝術、金融的中心,除此之外 ,堅定的捍衛人權當是紐約人精神價值理念不可缺少的部分。前市長 朱利亞尼先生以往在八九年六四事件之後,一直拒絕前往中國訪問, 並多次拒絕與到訪的中共領導人,包括中共前總理李鵬和前國家主席 江澤民會面,以示其對人權劣跡者的藐視,顯示出的道德勇氣讓人敬 佩。 人權本是上帝賜予我們每個人的基本權利。中國作為聯合國創始會 員,1946年參與起草和簽署了聯合國人權公約,但中共獲得聯合國席 位之後,卻一直不願意承認和施行這一全人類已經普遍認同的基本原 則。紐約作為聯合國的總部所在城市之一,同時也是世界經濟和政治 文化之都,堅持國際公認的人類基本價值觀方面,應是紐約的基本目 標之一。 人權迫害在明處與暗地裡持續上演 而在中國這個沒有民主自由並且缺乏監督的國度,中共的人權迫害 在明處與暗地裏都仍在不斷持續地上演。中國城市和鄉村中數以億計 的普通老百姓,被中國政府以發展經濟和舉辦奧運會的名義剝奪了個 人財產,包括他們的房屋和土地,僅北京一地就有上百萬人被趕出自 己的家園;中國政府部門以改革的名義,辭退了大量原國有企業職工 的工作,並且連他們本應有的醫療和退休金全數剝奪。當這些普通的 中國居民抗爭呼籲的時候,他們常常被中共有關當局不經法庭判決而 以勞動教養的方式直接關入牢獄。 中國河南省九十年代因為當地政府背後支持的賣血商業,而導致該 省出現數以十萬計的艾滋病感染者,這些在死亡邊緣掙扎的中國居民 ,無法獲得中國政府的有效協助,他們指控政府官員的活動被當作反 政府活動而加以鎮壓。 中國政府仍在維持對宗教和信仰團體的嚴厲鎮壓。中國各地的基督 教地下教會遭到警方的搜查,神職人員遭到拘押和判刑;忠於梵蒂岡 的天主教神職人員,至今仍有五十多人失蹤和被關。最嚴重的是當局 對法輪功學員的鎮壓,在中國的監獄中仍有數以十萬計的法輪功學員 ,其中大部分並沒有經過任何法律審判,每個月發生數十起法輪功學 員被虐致死的事件。在西藏,由達賴喇嘛認定的十一世班禪轉世靈童 仍然下落不明,忠於達賴喇嘛的西藏佛教僧侶和民間人士,經常受到 拘捕和關押。 關押著大量的政治異議人士 當一些民間知識份子、新聞工作者、基層官員和法律工作者試圖為 這些陷於絕望的弱勢者幫助的時候,他們同樣會遭到來自中國政府的 嚴厲鎮壓。 北京關注艾滋病人權益的民間人士胡佳,被北京警方軟禁在家已經 超過兩百天時間;上海為失地市民進行法律訴訟的律師鄭恩寵,被政 府以「洩露國家機密」罪判處三年半徒刑,出獄後至今一直被軟禁在 家;北京律師高智晟因為法輪功學員呼籲,被判緩刑之後多次被非法 綁架,至今下落不明。廣西律師楊在新,因幫助農民爭取土地權益, 遭到當局取締律師執照並遭到毆打;陝西律師張鑒康,因為弱勢群體 提供法律協助,被取締律師執照;山東盲人陳光城,因為披露了當局 在計畫生育政策中的粗暴行為,被判入獄,至今仍在服刑,為黑龍江 省失地農民提供幫助的楊春林被抓捕,仍在關押當中。 廣東法律工作者郭飛熊(陳茂東),因為幫助失地農民和為法輪功 學員呼籲,最近被判處五年徒刑。 中國仍然關押著大量的政治異議人士,中國民主黨目前仍有數十人 被關押在監獄中,還有不少因為發表政治異議而被關押的中國作家和 知識份子,包括孔佑平、黃金秋、羅永忠、郭慶海、顏軍、楊子立、 張宏海、徐偉、靳海科、趙常青、吳義龍、陳少文、徐澤榮、陳晏彬 、劉浩鋒、張玉輝、吳士深、陶海東、姜力均、羅長福、拖乎提-吐 尼雅孜、桑堅成、何德普、王炳章、秦永敏、程益中、喻華峰、李民 英、李志、毛慶祥、朱虞夫、徐光、哈達、胡石根、趙巖、師濤、張 汝泉、楊天水、張林、鄭貽春、馬亞蓮、阿卜杜勒加尼.梅梅特民、 劉賢斌、岳天祥、嚴正學、程翔、陸建華、蔡卓華、許萬平、李建平 、李長青、李元龍、陽小青、郭起真、胡明軍、努爾莫哈提.亞辛、 陳樹慶、王小寧、張建虹(力虹)、呂耿松等。 然而,中國人民追求自由民主的決心並沒有因迫害的嚴厲而停止。 許多生活在中國國內的中國人向專制政權發出了公開信,呼籲民主, 譴責人權迫害,人們稱為公開信時代的到來,還有近3000萬人聲明要 脫離與中國共產黨以及相關組織,這正是中國民眾的精神覺醒與自救 。 這正是您即將訪問的那個國家正在發生的事情。 國際政要的中國之行,我們常常看到兩種不同的方式,一種像最近 的德國總理默克爾女士,她的腰板挺得更直了,因為中國之行為她提 供了實現其人權理念的好機會;而另一種人則僅以利益為考慮和中共 討價還價,當然他會有金錢上的收穫。 然而他們需要清楚明白的是,到底什麼才是真正主宰中國未來的力 量,是人權迫害者中共,還是不斷覺醒的民眾與那些堅持抗爭的自由 民主人士。 我們誠心希望彭博先生不虛此行,展現一個真正的有魄力的政治家 的風采。 中國民主團結聯盟、 北京之春、 中國社會民主黨、 中國民主黨美東分部、 民主中國陣線美東分部、 網路文摘 12-12-07============= An Open Letter to New York City Mayor, Mr. Bloomberg New York City Mayor, Mr. Bloomberg is visiting China. Give n the fact that the human rights situation is worsening dail y in China, we, as a Chinese group living in free America, w ith our compassionate hope, send out this open letter to Mr. Bloomberg, the mayor of the most influential metropolitan c ity in the world. We ask Mr. Bloomberg to send a clear messa ge to the Chinese government to pay attention to the human r ights situation in China, turn this journey into a sunny tri p from mind and spirit perspective, not only a trip focused on economic benefits. Moreover, please avoid becoming a dipl omatic chess used by the regime to beautify itself. New York City is a great city; it is the world center of c ulture, art and economy. Besides, firmly protecting human ri ghts is an essential part of idealism of New Yorkers. The fo rmer mayor, Mr. Giuliani had always refused to visit China a fter the June 4 Tiananmen Massacre in 1989. He also refused to meet many Chinese communist officials who came visit New York, including the former Premier Li Peng and former Presid ent Jiang Zemin, to demonstrate his contempt over a bad huma n rights history in China. The morality and courage he has d emonstrated is respectable. Human rights is the fundamental rights God provides everyo ne of us. China, as one member that initiated United Nations , participated in drafting the UN’s Convention on Human Rig hts. However, after Chinese communist regime obtained a seat in UN, it has been unwilling to recognize and execute this fundamental principle that has been agreed upon all the enti re human kind. New York City, is one of the cities where UN ’s headquarter reside, also is the world capital of politic s and culture. Firmly insist the fundamental human value sho uld be one of the fundamental goals of New York City. While in China, a country without freedom or democracy, a country lack of supervision from the international society, Chinese communist regime’s persecution on human rights has been continuously occurring on surface as well as undergroun d. Hundreds of millions of ordinary people in the cities and countryside of China, had been deprived of their personal p roperties by the government under the name of economic devel opment and holding Olympics, including their houses and land . In Beijing alone, over one million of people were forced o ut of their houses. The Chinese communist regime also dismis sed a large number of people who used to work for the State- owned enterprises, furthermore, fully deprived them of medic al insurance and pension. When these ordinary Chinese people appeal for their rights, they are often directly put into j ails without any court jurisdiction. In the 90s, the blood selling business in Henan Province, China, supported by local government, caused several hundred s of thousands of people infected with AIDS. These Chinese p eople who struggle with death can not get any effective help from the Chinese government. They accused local government officials, but they were suppressed for anti-government. The Chinese government still continues its severe suppress ion over religious groups and groups with belief. The underg round Christian churches in various locations of China were searched by the police, the church clergy were sentenced; am ong those Catholic clergy who are loyal to Vatican, over fif ty over them are still missing or in prison. The worst perse cution is over Falun Gong practitioners. In China, hundreds of thousands of Falun Gong practitioners are still in prison , the majority of them didn’t go through any jurisdiction. Every month, a few dozens of Falun Gong practitioners are to rtured to death. In the recent two years, horrible news got out from China, that organs of the Falun Gong practitioners were extracted when they were still alive, then sold to affl uent organ-transplant recipients. Some individuals and agenc ies obtained enormous benefits from this. In Tibet, the soul boy Panchen Lama reincarnated into, confirmed by Dalai Lama is still missing. Those monks and people who are loyal to T ibet Buddhism under Dalai Lama are often detained. When intellectuals, journalists, lower level officials and personnel in legal circles tried to help the suppressed gro ups, they themselves would suffer severe persecution from th e Chinese government. Hu Jia, a civil right activist who is concerned about AIDS patients, has been under house arrest and monitored by poli ce force in Beijing for over 200 days. Zheng Enchong, an att orney who defended for Shanghai citizens whose land or resid ence had been forcefully appropriated by local government, w as sentenced to three and a half years imprisonment for “re vealing state secret.” Since he was released from the priso n, he has been under house arrest as of now. Attorney Gao Zh isheng was kidnapped many times after a probationary sentenc e for appealing for Falun Gong practitioners; no one knows h is whereabouts as of today. Attorney Yang Zaixin in Guangxi province helped local peasants to fight for their rights to retain and use their farm land. Local authorities confiscate d his attorney license and beat him. Attorney Zhang Jiankang in Shaanxi province provided legal assistance to suppressed groups; as a result, his attorney license was suspended. A blind man Chen Guangcheng in Shandong province was sentenced to prison and is currently serving his term for exposing th e brutal practice of birth control by local authorities. Yan g Chunlin of Heilongjiang province was arrested and is now i n custody for helping local peasants from whom the governmen t seized land. Legal personnel Guo Feixiong and Chen Maodong in Guangdong Province were sentenced to five years in prison for appeali ng for peasants who lost land and for Falun Gong practitione rs. Numerous political dissidents are currently incarcerated i n China’s prisons. Several dozen members of China’s Democr atic Party are in prison. A number of writers and scholars a re in custody for openly publicizing their dissent. Those wi th known identities include Kong Youping, Huang Jiuqiu, Luo Yongzhong, Guo Qinghai, Yan Jun, Yang Zili, Zhang Honghai, X u Wei, Jin Haike, Zhao Changqing, Wu Yilong, Chen Shaowen, X u Zerong, Chen Yanbin, Liu Haofeng, Zhang Yuhui, Wu Shishen, Tao Haidong, Jiang Lijun, Luo Chngfu, Tuohuti-Tuniyazi, San g Jiancheng, He Depu, Wang Bingzhang, Qin Yongmin, Cheng Yiz hong, Yu Huafeng, Li Minying, Li Zhi, Mao Qingxiang, Zhu Yuf u, Xu Guang, Ha Da, Hu Shigen, Zhao Yan, Shi Tao, Zhang Ruqu an, Yang Tianshui, Zhang Lin, Zheng Yichun, Ma Yalian, Apudu lejiani-Meimeitemin, Liu Xianbin, Yue Tianxiang, Yan Zhengxu e, Cheng Xiang, Lu Jianhua, Cai Zhuohua, Xu Wanping, Li Jian ping, Li Changqing, Li Yuanlong, Yang Xiaoqing, Guo Qizhen, Hu Mingjun, Nuermohati-Yaxin, Chen Shuqing, Wang Xiaoning, Z hang Jianhong(aliased Lihong), Lu Gengsong and others. However, Chinese people’s determination in pursuing freed om and democracy has never ended because of the severe perse cution. Many people who live in the midst of the totalitaria n regime published open letters to call for democracy, to de nounce the human rights abuses. Many call it an “era of ope n letters.” Almost 30 million people have announced their w ithdrawal from the Chinese Communist Party and its associate d organizations. It’s precisely a spiritual awakening and s elf-salvation for Chinese people. These are the very things happening at this very moment in the nation you are going to visit. When international key politicians visit China, we often s ee two different scenarios. One is like German Chancellor An gela Merkel. After a trip to China, she is even stronger and more upright, because the trip gave her a good opportunity to realize her human rights principles. The other type of po litician bargains with the communist regime for the sake of gains and interest; in turn, he or she will certainly get wh at he/she wants. Yet they need to be clear-minded as to who will truly be t he mainstay in China that determines the future of the count ry. Think about it, would it be the Chinese Communist Party, the human rights violator, or those awakening civilians and the democratic activists who persevere in their struggle fo r a free, democratic China. We hope Mr. Bloomberg will have a well worthwhile trip to China, and display your gracious bearing as a true, resolute politician.
