9AM - INTRO Good morning .. it's 9 o'clock on I-C-R-T .... and I'm Gavin Phipps with the top of the hour news report ... 9AM TAIWAN NEWS .... Looking at the main stories from here in Taiwan this morning ...... The Philippine National Bureau of Investigation yesterday recommended homicide charges be filed against eight Filipino coast guard officers involved in May 9-th fatal shooting of a Taiwan fisherman. According to the bureau's long awaited report into the shooting, the Philippine Coast Guard vessel was not in enough danger to justify opening fire on the "Guang Da Xing 28" in overlapping exclusive economic zone waters. Meanwhile here in Taiwan ...... The Ministry of Foreign Affairs says it will recommend the Ma administration lift sanctions against Manila, once the Philippines meets Taipei's demands regarding the May 9-th shooting. ------ President Ma Ying-jeou yesterday announced the appointment of General Yen Ming as new defense minister. He will be the second defense minister to take office within a week -- filling the post left vacant by Andrew Yang, who resigned Tuesday amid accusations of plagiarism. --------------- Former Economics Minister - Yin Qi-ming - has been swindled out of 1.2-million N-T. Police say Yin gave the money to members of a telephone fraud ring who had claimed to have kidnapped his son. Yin's son had in fact not been kidnapped. Police say they have arrested three suspects in the case - and they have been refereed to the Taipei District Prosecutors Office for further investigation. All three are juveniles. --------------- And ... The Ministry of the Interior yesterday reversed a previous decision revoking the marriage certificate of a transgender couple. The court ruled that the marriage in October of last year was legal - because the couple consisted of a man and a woman at the time they registered the union. The couple and their supporters cheered the decision - which came after a three-hour hearing. Both Ji-yi Ng and Abbygail Wu were born male, but underwent gender reassignment surgery to become women in July last year. At the time of the marriage, Wu had changed the gender on her ID card, but Ng hadn't. INT ...... In international news .... Air travel across Africa is still facing long delays following a huge fire at Kenya's main airport yesterday. ------------------------ Britain says Spain's prime minister has offered to "reduce measures" at the border with Gibraltar. ----------------------- And .. In the U-S .. The Ohio house where Ariel Castro held three women in captivity has been torn down days after he was jailed for life Yemen ... Yemen says it has foiled a major al-Qaeda plot to blow up oil pipelines and seize two of the country's main ports. Government officials say the plans included taking control of a major oil terminal and the killing or kidnapping foreign workers. Authorities have introduced security measures to protect government buildings and other key targets - and hundreds of armoured vehicles have been deployed in the capital, Sanaa. The U-S and U-K recalled diplomatic staff from Yemen earlier this week due to concerns over a security threat. Koreas .. North and South Korea have agreed to resume talks on reopening the Kaesong industrial zone -- days after Seoul demanded "final talks" on the matter. Pyongyang offered talks on August 14-th - saying its workers would return to the joint complex and the safety of South Korean staff would be guaranteed. South Korea has accepted the proposal, describing it as "forward-looking". The North Korean offer came shortly after Seoul announced insurance payments to companies affected by the stoppage - a move seen as paving the way for a formal closure of the site. Russia The Kremlin says it is "disappointed" the U-S cancelled a bilateral summit in September. Russia's foreign ministry says the move shows the U-S can not develop ties with Russia on an "equal basis". The White House says Edward Snowden's asylum has deepened pre-existing tension between the two counties. However .. U-S President Barack Obama says he still plans to attend the G-20 economic talks in St Petersburg. Syria .. More than 60 rebel fighters have been killed in an ambush by the Syrian army. The rebels, most of them youths, were killed in a dawn ambush in eastern Damascus. A local news agency says the fighters were from the al-Qaeda-linked al-Nus-ra Front. Egypt .. Egypt's military-backed interim leadership warned yesterday that a crackdown against two pro-Muslim Bortherhood protest sites in Cairo is inevitable. The government says nearly two weeks of foreign diplomatic efforts to peacefully resolve its standoff have failed. Muslim Brotherhood officials say protesters are determined to keep up the sit-ins. US .. And finally ... A dead shark has been discovered on New York subway. The unlikely 1.2-meter long passenger was found under a row of seats on a Queens-bound train. It remains a mystery where it came from. WEATHER AM ..... Looking at the weather across Taiwan ...
