看wiki的時候看到special agent這個條目點進去看
發現他的定義是這樣的

state, county, municipal, federal or tribal government.
A special agent is not a "spy" (i.e. secret agent), but an investigator.
An agent is a worker for any federal agency, and a secret agent is one who

這樣看來
只要是在聯邦層級中稱為agency單位工作的公務員就是agent、
special agent是專責調查(未必是犯罪調查)、譯為「探員」應該是最貼切的
secret agent則是為情報組織工作的
